How do I change the distance at which quests appear on the compass?

hud.xml contains parameters like:

<param name="Distance" desc="Distance to player in meters" type="float"/>
<param name="NearThreshold" desc="Distance of maximum alpha" type="float"/>
<param name="FarThreshold" desc="Distance of minimum alpha" type="float"/>

These look promising, but I see no value I can edit so I must be misunderstanding what they do.
