goldengapple102
you have to run the skse application in in whatever folder your skyrim.exe is. make sure that the skse .dll files are in the same folder as the skse.exe when you run it. You shouldn't have to actually run the skyrim application. It will do that for you

dvl2
I've been having the same issue. All the files are in the right places. ske64_1_5_97.dll (latest version to come out), the steam_loader.dll and skse64_loader are all in the game directory. The pex files have all been copied into the Data/scripts directory, thanks to my creating an rar file out of the script directory the pex files came in, changing the name to "SXSE-Scripts.rar". Then installing them through vortex. I also went into the text files (Plugins.txt and loadorder.txt) in the "C:\Users\<username>\AppData\Local\Skyrim Special Edition\ directory, and made sure both the "SXSE-Scripts.rar" (listed that way in vortex) and SkyUI were listed in both of them. In the Plugins.txt, they both had * in front of their names. I use a shortcut to launch the skse64_loader in administration mode. Yet, after all that, I STILL get the ERROR CODE 1. The problem was solved by simply launching the Steam app first, before launching the game. I found that advice on a different nexusmod forum.
