LE channeled slow time spells for spellswords

Channeled slow time spells would be a lot of fun for tactical positioning in close quarters combat.

I'm thinking 25%/adept, 50%/expert, 75%/master. Or maybe 20%/40%/60%. I leave it to the modder's discretion.

With all of the spell mods out there this might already exist, but I haven't been able to find anything like it. Thanks to anyone who tries!
