Eye adaptation

Is there a way to disable eye adaptation effect? Like when you look skywards and it goes dark and contrast and when you look at the ground it becomes normal. Is it achievable by making a mod? I hate this effect, it is more like another videocam simulation. We already have mods that remove dirt and droplets from the screen.This could be cool as well.

I can't understand why this isn't being asked more frequently - it's so annoying to get the game set up perfectly with the right lighting mod, reshade, darker nights, and then ... you look up or down and it all goes to pot.
