Adding Bones To Make Custom Skeleton

Hi all,

 

How does one add bones to an existing skeleton? I want to take the breast bones from ZeX and put them on a skeleton with modified proportions. I've tried to install the Blender nif tools, but Blender isn't able to execute properly. Is there a way to achieve this with NifSkope?
