Can't dual cast

I've run into a strange problem where i can't dual cast :( I have a spell equipped to my right hand and one to my left but it doesn't do anything (the one on the right) I disabled all mods pertaining to magic gameplay to no avail. My bindings are right, I'm clueless to why this is happening. It also won't dual cast if i have a weapon in my left hand and spell in my right.

Mod Load Order^ I went ahead and activated the magic related mods just cause. These came up unreognized but I doubt they'll effect magic related gameplay

Yeah ive had the same problem after updating midas magic and installing apocolypse's spell pack I have no idea what could be causing this but I'd hate to have to reinstall everything after all my progress
