This is probably very late , but just in case this might help someone looking. after practically doing everything i finally found a solution. apparently in werewolf perks "Savage Feeding" i got overzealous and got both perks from console command , just type player.removeperk 02008a6e or whatever starting number you have there and it should fix it. hope it works
