skyrim: strange stuttering after update

i've had skyrim for a long while now and have played many hours with no problems. but after installing the latest patch, every time i go anywhere indoors the games starts this odd stuttering effect. i wouldnt exactly call it a lag, more like the character keeps tripping over itself. i'm guessing this is not a performance issue since the game was working fine before the update.

 

any idea what this is about?

 

btw i'm already playing on the lowest possible graphical settings so dont bother telling me to lower them
