Dialogue Conditioning Help

I been using XDI on a mod I'm working on and I was wondering if it would be possible to make a certain Perk/Special stats a dialogue check condition for unique dialogue options like in older Fallout games (like the Black widow perk having a unique dialogue option)? I assume it is since the Fallout 4:New Vegas and the Fallout 3 remake would have to be implementing it.
