NPCs will not react to my or eachother's presence. Silent Skyrim

So this issue has been a plague on my ability to enjoy Skyrim for years now. Whenever I play the game, modded, inevitably all NPCs cease to hold idle conversation with one another. Guards won't comment on my approach, nor will NPCs. I can run directly into them and they say nothing. Occasionally, right when I change from one cell to another, an NPC will BEGIN to react to me (Like the guard posted just inside Whiterun's gates) but their dialogue will cut off a second later and everyone is back to silence.

 

Dragonsreach, which normally has all kinds of idle chatter between Balgruuf and the gang is just awkwardly silent unless I attack someone or initiate dialogue.

 

This occurs without fail, about 20 hours into any game and the only resolution is a total reinstall.

 

Even starting a new game with, in theory, totally fresh scripts and reference, once it breaks on one character it breaks for the entire install. Even rolling back to earlier saves does nothing.

 

It's like there's some script that tells all the NPCs to be quiet and stop reacting and it gets stuck on the install. I have no idea. There are very few threads on the internet that even acknowledge this bug, but I can't be the only one.

 

Any help is greatly appreciated.

 

The tl;dr of my mods is most\all of the Top Files for Special Edition. Nothing outlandish or over the top. I'd say my most script heavy mods are Frostfall and Convenient Horses but if they caused this there would be a lot more traction.
