I'm pretty sure they weren't in the German version of the game, so it might just be a variable in a settings file. This would be the first step in creating a realistic violence mod. I know it part of the traditional Fallout style to have a dead rat bleed out 10 gallons of blood, but in new HD games this exaggerated violence just look silly.
