NCR object replacer

OK, I have decided to attempt to make my own mod. A small thing, and yet, very different. Given the things I have seen at Hoover Dam, how the NCR behaves and such, I think it is within reason to see them as an American Restoration movement (This includes the fact that American Flags are everywhere at Hoover Dam, including the break rooms). While I don't want to change any dialogue, or even NCR uniforms, I want to replace the NCR Flags with pristine American Commonwealth flags. I know this object exists in Fallout 3, both in Anchorage and in several house mods (the Arlington House revamped mod has a HUGE Commonwealth flag on a flagpole)/ The question is: do these resources exist in the vanilla game, and if not are there modders resources for them? I would also like to see if there are replacements for other paraphernalia, particularly NCR logos at the Mohave Outpost, and maybe even making the uniforms more overtly American emphasized, and perhaps changing up those NCR posters, more or less with the same messages, but with USA substituted for NCR.

 

Can I get some help with this? If I have the resources in place, I can focus on learning placement and replacement. Help is always appreciated. Thank you!

Most Fallout 3 resources were left in New Vegas, even if they weren't used. If the flags were in FO3, you'd be able to find them in the NV GECK I think.

 

Got the GECK open right now, USFlag01 is the only one I'm seeing, but that's just after a quick search for "flag." Sure there'd be others.

I went a little beyond that and checked both texture BSA's directly (sometimes resources may be in the archives but not in geck, ie zeta stuff), but that looks like the only one (at least, that has flag in it's name).

But any pic can be converted to a texture as long as there isn't any copyright issues, and there's a lot of pics. Just check out google images for "fallout commonwealth flags". And here's one on the vault wiki.

This is obviously a mod called Arlington House Cleanup. However, this is the exact flag that is used when one reclaims the Mining Town in Operation Anchorage (possibly edited to not have that VR sheen Anchorage is famous for ). I doubt any American restoration Movement would fight under old, battered flags, at least not with flags that started that way. This flag would do nicely, however upon doing research (reading the Arlington House description to the end) it turns out this IS a modders resource for Bonds Animated Flag, which needs no permission. However, since I want this for New Vegas, are there issues I should be aware of, both technical and posting here on Nexus, should I want to post the results as a first time mod?

Yeah, the big one is these are both fallout 3 mods, so they can use the resources in FO3 without consequences. We (FONV) can only use the New Vegas resources. Many of them are shared between FONV and FO3, but apparently this flag isn't. It has to do with copyright issues.

 

But this really isn't that big of a deal. You don't need other mods or even in game resources. Just find a pic you can freely use (public domain)/without copyright, of the flag.

Then (in general terms);

Convet the pic in gimp to dds format (if you want to make any blemishes or other changes do it here in gimp).

Take any flags you want to replace, load their nif's into nifskope and select your new texture.

If you want to use them as a replacer save the nifs as the same file names.

Rar them in their directories. You don't even need an esp. But if you'r planning to make a larger mod with more changes you can make an esp and bundle everything up in a bsa (lot less messy).

Well the thing is that it's not a FO3 resource. It's been altered by Bonds so it's effectivelty his won. Besides, where am I going to get a fully intact Commonwealth Flag, much less one that actually looks right in the context of the game? Sure I learn how to edit the rextures, and eventually I will, as I have ideas on how I want to mod the Mohave, but the point is that that is a long, LONG way off. I can't get the New Vegas GECK to open right now, so my skills are actually below zero. I can't create a commonwealth flag. I can't translate it, all I might be able to do is an object/texture replacement at this point. I might not even be able to do that! I need to start somewwhere, and making a Commonwealth flag, even from template is a good jog when I can't even stand.

Ummm.....no, it's really not. Him altering game resources doesn't make it his own. However he may simply have done as I mentioned previously. Just grabbed a clean pic and used it for a texture. So why not get in touch with him and simply ask. If it's original work, he'd probably be happy to share it.

?? check the vault wiki policies, or peruse google images. Heck you can even alter the original texture in the FONV bsa to make a clean image.

There are plenty of people willing to help you if you don't believe you have the skills to do this, it's not a problem. Try asking the author of the house mod and if that's a no go let me know and I'll see if I can put something together for you.

 

Honestly there's no reason to get worked up. You wanted to know what Nexus's policies are in regard to FO3 assets, and I was simply informing you. It doesn't mean that this mod is beyond your reach.

Message snet, althhough I don't know if he himself is still around at this point. I have to make sure he has the right to give permission. Now that's confusing.

 

Well your checking to use his asset, assuming he created a original work. If he used an asset in the FO3 bsa or one of it's DLC's he can't give you permission regardless of how much he'd like to.

 

But don't sweat it. You probably picked about the easiest asset in teh world to make from scratch. If he didn't make the flag completely independent of the FO3 assets I'll make one for you. I mean we're talking about a relatively simple graphic. Only 3 colors, stars and stripes. Sure the orientation is a little different for the stars, but that's trivial.

 

Heck when I get home I'll put one together for you.
