GECK - NPC with new Actor Effect

I try to add a new Actor Effect to a new NPC, seems not work (Increase DT etc...)

 

But I can add that new effect(Ability) by "AddSpell" to NPC in game.

 

And I add the other effect (DeathclawDT etc...) , it doesn't work in game either.

 

Maybe is something else remove it effect? I don't know.

 

Please Help... :'(
