CTD after talking to an NPC

I crash when I speak to an npc, however I can spend any amount of time in the abandoned prison (alternate start) without crashing. Happened consistently 15 times in a row, when I was diagnosing the problem. I suspect theres something with RDO, but even when I turned it and all its patches off it would still crash, however a bit delayed, after talking to an NPC. I have no idea what else could be causing the problem I have run LOOT multiple times and gone through numerous mod descriptions to reorder my loadorder. Help plz.
