Infinite Load Fast Travel

[Kinoshe]

My skyrim keeps having an infinite load when fast travelling to cities like Dragon Bridge and Whiterun. However, I travelled to fort grey hawk and everything worked fine. Heres my load order. and yes I have used LOOT.
