Problem with lighting (in vanilla and with mods)

Obsidian Weather, ELFX, Rudy ENB and the problem remains in the vanilla

The problem is visible when lighting enters problem areas

I also have this issue, I can't offer any real help sorry to say, but I wanted to know if you had another lighting issue that I think might be coming from the same ENB and weathers etc. Are you noticing a white or grayish box/rectangle at the bottom of the screen that follows the PC around? it's most noteable in first person and especially on snow.
