skyrim hearthfire cant adopt please help!

so i never met courier i just went to falereth became thane and bought the plot built the house. i have the childs bed and a wardrobe then i tried a songle bed and a dresser like i saw in a diffrent tutoria. so since i never go the consider adoption note i dont know if thats whats causeing it but either way does anyone have any sugestions? oh and by the way i found a child named lucia in whire run and it gives mt the option to adopt her but when she asks if i have a house with room for her it say i dont. yes i have a childs chest and it didnt work :(
