Mods shown as active and appearing but not working

For the past 2 weeks i've been trying and failing to mod fallout 4. Nearly every mod installed shows that it is up to date, active, not conflicted, etc. I get into the game it shows the mods are there. I load a new game up start making my character and I see Azar hair and I go to select it. However all of the sudden my character is bald. I get out of character creation and my start and the "start me up" alternate start mod doesn't give me the prompt that it is supposed to. I've done the necessary changes to the Fallout4 ini files, reinstalled, uninstalled, both FO4 and vortex, tried to use mod organizer and nexus and got no difference.

The fact that all mod organizers give you the same result tells you that it is not a Vortex issue.

I would start at the Azar mod page and see what they say.
