Random Not Responding Crashes, not sure how to fix

Hey all, need some help determining the issue for this. I'm using a heavily modded Skyrim Legendary Edition game, and recently came across the issue where sometimes, completely randomly, my game will just not respond. It can be after loading into an area, after talking to someone, just standing in a zone, etc. The only way I found to replicate it is to get arrested in Whiterun, serve jail time, and not move after being freed from prison.

 

My system specs should be able to handle a heavily modded game. They are:

Ryzen 5 3600x

16GB of 3200 Mhz RAM
Nvidia RTX 2070 Super (Should be 8GB of VRAM)

Skyrim is saved on a Steam Library on a second internal SSD drive with lots of free room, mods are on the same drive

 

I'm using Legendary Edition, all DLC, and ENB, the preset being Antique Dragon. I use NMM and SKSE (The version on Steam) for my modding. I've used LOOT to sort my mod order, and used TESVEdit to clean my master files, which didn't do much.

 

I'm not done with the modding either, but I'd rather fix my issues now just in case. I am following a mod guide for this too, being https://www.sinitargaming.com/skyrim_graphics.html and https://www.sinitargaming.com/skyrim_gameplay.html. Currently at "Combat Mods" on the second guide. The issues also only started being prevalent once I started the second guide, as far as I could tell, but not certain. I did do testing after the first guide and everything seemed fine. I also made a Bashed Patch for the first set of mods in the first guide too, to help improve stability.
