I'd assume that they're X/Y (or in a lot of 3d apps, U/V) coordinates on a single texture file. Like, all of the flags are on a single texture file, and the UV numbers are coordinates to which part of the texture that is basically a mosaic of all the flags, should be applied to the given soldier. Then the game just needs to load a single texture for all soldier flags instead of one for each soldier on the map. Anyways, that is my assumption.

That's what I was thinking too. That way the game doesn't have to use as much memory to only load a single image as it would to load each flag individually. Modders could try taking a common value (say USA, Canada, China, etc) and swap it with a country flag that isn't used.
