Two ideas:

 

Increase the Strong Back perk to 100, making it balance against the other perks better, relieve the damn weight issue and not give you an obscene advantage.

 

Someone, someone PLEASE make Dogmeat un-killable. As in "Dogmeat has been knocked unconscious". The dog seems like such a essential to experience companion and I've had to quick load, even abandon and go to an earlier save, more times then I care to remember because Dogmeat likes to jump into the maw of hell.

To my knowledge is it not possible to edit perks due to lack of software. as long as bethesda refuse to release a proper cs this won't change.

there is however a mod which increases the importance of your strengthvalue. you can find it in this thread: http://thenexusforums.com/index.php?showtopic=80663

with 10 strength you will be able to carry up to 350wg.

if the changes doen't sue you (for e.g. you don't like roleplaying/statssystem) and dont want to waste your points on strength you can edit your wg limit via console. same goes for dogmeat, you can change his value and make him unvulnerable. this is however not permanent. I do not know the consolecommands, but with a bit of google and/or nma-forums you should be able to find it. It will take some time before this can be modded I guess.
