Fps drop in certain areas (only in cities and in combat)

Hi guys, I have a modded SSE, properly modded with MO2, LOOT, TESEDIT cleans, wyrebash, fnis, BETHINI, etcetc.

While I'm wandering around in the wilds, or in dungeons, I have fix 60fps in all areas, except cities. For some reason in cities or in litte towns (in riverwood too lol) my fps drops down to 30-35-40, and my fps starts stuttering.

Also I have a little fps drop as well in combat at open areas, 45-50fps.

My system: MSI R9 390 (8GB) , AMD FX 6100 (6cores), 16GB DDR3

Any idea what can I do?

---- and yes, my fps is rubbish without the city overhauls too.---- I've also tried it without SMIM and Noble Skyrim, it's still the same.

Also I have disabled the Vsync in the Ini file, and Enabled it on my AMD control panel. But I still got the issue.

(when I look at certain areas in towns my cpu usage goes up to 100%)
