You need to decide which parts you want to physically model and which will be done by normal texture.Once you decide that, do first a low poly model over imported body (from the game you are doing it for) and then add polygons where you feel it is needed. Try to keep the density low for flat surfaces and higher for joints and curved areas that will be most noticeable.Once you are satisfied with your model, do UVW map and .... now you need to find good tutorials for best ways of doing normal maps. :) One option is to make another high poly model and render it to normal map for the low poly model.
