Turn your texture size back up to Large in the game options.

 

More detailed answer: The sky textures in Nevada Skies do not have mipmaps, which are lower-resolution variations of the image built-into the image file. When you use a lower setting for texture size the game tries to read the mipmap data for all textures and ends up displaying garbage data for those that don't contain it as seen above in your screenshot. You can add mipmaps to the image yourself (I think the GIMP's DDS plugin can generate them automatically when you export.) or you can adjust the game setting. The texture size setting shouldn't hinder game performance much unless you have very little video RAM.
