Need help adding mods

I have played every Elder Scrolls from Arena to now just started Oblivion, but never used mods. I have read threads for hours and am so confused. I want to add the wand mod for example but I don't know what all prerequisites I also need. I am playing the Steam version on my Win 10 PC. Also, does Steam come with all patches already loaded? It seems like to have a mod you also have to have several other things before it will work. Any help or newb step-by-step instructions for this would be greatly appreciated.

Welcome to Nexus!

I suggest that you start with the Unofficial Oblivion Patch and the Alternative Beginnings mod along with the Oblivion DLC Delayers mod (requires using CBash for the Bashed Patch in Wrye Bash) plus the Dynamic Maps and the Map Marker Overhaul. Of course Map Marker Overhaul requires Pluggy for some features which is a OBSE mod, so OBSE also needs to be installed.

Also, install BOSS (it's old and most people are now using LOOT) or LOOT, if you prefer using LOOT than BOSS, and TES4Edit, TES4LODGen. The last mod user tool is essential when one need to solve a mod issue as it's often related to the loadorder and using TES4LODGen will generate LODGen files for all mods in your loadorder.

But only using TES4LODGen won't help much as it requires BOSS or LOOT to sort your loadorder first then rebuilding the bashed patch in Wrye Bash before running TES4LODGen.

Once you have done that then launch Oblivion and hopefully your issue will be corrected.
