It looks like it would be pretty cool, but the readius mod has a number of bugs i think the mod that would be made like that coudl have in concept. I say this because the pipboy 2500 mod also has those issues, I hear, quite prevalently. I don't think it would be a difficult endeavor, however, seeing as how the hand animations nad such wouldn't be that different from readius, the meshes and textures would be different though. I would love to be able to try something like this out, since the PS Vita one seems to have the flaw of lots of armours nad clothings being invisible in the wrist without a pipboy.
