Isn't there a well defined initial state of quests / NPC locations / item locations and so on which the game state can be reset to? Another thing that may cause problems though is stuff I read about somewhere else regarding the save file becoming corrupted over time by too much meddling done by mods. So maybe creating some sort of utility to really just port certain old data to a new save file might be better than resetting the state of the world in a given old save file. I can probably recreate my character with the save game editor when the time comes but some things will still be off, like being able to read skillbooks over again and available training sessions (using retroactive training mod). I plan to counter the overpoweredness of my character once i start a new game by having Duel - Combat Realism on top of Requiem. I'm fairly certain this'll be more challenging than vanilla at any difficulty. I have to find a way to remove the staggering from DCR though since it just makes most fights easier.
