Built at the very start of Nord colonization of Tamriel, Whiterun has been consired a very rare jewel, a rich and bustling trade capitol of the North usually compared to the Imperial City in the offer of services and administration. From Tiber Septim's enthronement, the city also got the nomination of an Imperial Plenipotentiary that would usually govern the province from the Ivory House, a fortified manor within the Higher Plaza, and it is usually given to this time period that Severio Malata, an Imperial Legion engineer, designed and improved the battlements after some design that he tested on the forts in Morrowind. By the middle of the Third Era, several illustrious men and women dwelled within the city, including Barenziah, Pelagius the Mad, Emperor Uriel V and his sons, and the late family of Jarl Ragnar, the fabled Jarl that died alongside the Emperor during the Excpedition on Akavir. During the Imperial administration of the city, the settlement has flowered and prospered through the years, with commerce going as far as the Summerset Isles and Anequina, or by some tales, even Esroniet in the far away parts of the Padomaic Ocean - taxes, while they may be high compared to other cities of Skyrim, as not an issue for its population, since they have a sense of public goodsense. The Imperial Census and Excise Office located within the Ivory House, would usually collect taxes each week from the various activities and services that the town has to offer. By nowdays, Whiterun has to offer the illustrious dining setting of the Bannered Mare, a place that is known to be frequented even by the Jarl himself, or if one may be part of the beastfolk, there's always the Drunken Huntsman. For the middle class, there's Talos' Respite, close to the Higher Plaza, where one may enjoy some fine Cyrodillic Wine. For the lower classes there are a few taverns outside from the town walls, that offer both a good bed free of bugs and a hot meal.Commercial activities within the city walls include a high-end clothier, two weaponsmiths, one hailing from Hammerfell, while the other one being a known local. There's an armorsmith as well in town, now utilizing the Imperial mined ore to keep his prices low and export to the whole province. There's also a baker, a butcher, an alchemist, an enchanter hailing from the Chorrol, a healer and several trainers that are available in offering their services at the Nimegen Tradehouse, in the Talos Plaza. The outside of the city and its economy runs around mead production and grape harvesting with which they make a fortified drink called Nodder, a highly alcoholic beverage that some say may even turn trolls away if some were to breath it in their faces. Security within the town is in part divided between the Whiterun Guard, and some mercenary horsemen that Whiterun has contracted since the past Oblivion Crysis, the Dark Knights, or for some, the Crimson Guard, due to the color of their tabards that remind all their origin, from the foggy reaches of Colovia. While the Whiterun Guard usually patrols within the city walls and its premises, the Crimson Guard is actually taking part within the Civil War, actively hunting Stormcloak rebels and brutally charging them on horseback, their preferred way of combat, They are considered brutal, but efficient in doing their job, and all the holds are unlikely to get hostile against the Jarl of Whiterun when he was a very effective fighting force like that. The Imperial Legion on the other hand, usually patrols only the upper part of the town, and during the night they stand guard of the Ivory House, the seat of the Imperial Plenipotentiary. If you'd like to know more though, you'll have to explore the city, dear visitor.
