Fallout 4 launching issues

Hello,

I've encountered some problems as I tried to launch the game. First of all, it doesn't run in the language version I've set. It's still English despite I've set another language. Secondly, it doesn't matter what resolution I choose - the game opens in 1280x720 window in the upper left corner of the screen. The worst thing is, as I try to start the game, the screen goes black. There's a loading sign in the down right corner, but it disappears after a while and nothing happens. My PC meets the system requirements. There's also a file missing in the C:\Users\xxx\Documents\My Games\Fallout4 , which would let me to change the language manually. I suppose it creates after starting the story, but I'm unable to. Any ideas? :c

There are some files in the Fallout 4/Data/Video folder that contain my custom language's shortcut in name. Some people say renaming it to EN should do the trick. It actually doesn't.

The game has started after changing language to English, but that's not what I paid for. The resolution problem can be solved by running the game from another icon in the main files directory, but then if I wish to change any video settings, I have to do it in the .ini file, not in the clear menus of launcher. Otherwise everything would be set to default values again.
