Minutemen Immersive Fast Travel and "Civilizing Mod"

So...I am working on one. That is, a Minutemen Immersive Fast Travel and "Civilizing Mod". It will be based around creating outposts, which are not full settlements, but more like supply dumps, and forward camps. I intend to make them enabled for fast travel, even in Hardcore, and I have to address the issue of settlements themselves. Is it worth the time to create an elaborate system of connecting them to the fast-travel network ala Journey, or should I just opt for the straightforward path, and enable fast travel to ALL workshops, right at the outset. This is the much easier option, just wanted to know what folks thought.

 

EDIT: By "much easier" I mean, also less buggy and prone to unintended consequences than dynamically adding settlement fast travel based on building widgets, molecular relays, supply lines, etc. Although, I am also considering having no settlement fast travel until the Molecular Level, and then fast travel to ALL settlements based on stolen relay tech. That is one "dynamic" option I am sort of in favor of, I guess.
