Bioshock mod

I know mods of this nature won't be possible for awhile, but just an idea flying round my head: XCOM - Bioshock.

Psi abilities expanded and replaced with plasmid abilities:

1

Telekinesis - Base ability, lob something at the target.

2

Electro Bolt - Deals damage and shocks the unit's weapon a la Disabling Shot, deals additional damage to robotic enemies.

Incinerate! - Fiery burst deals damage and creates a fire, as well as setting the victim on fire for a few turns.

3

Hypnotize - Effectively Mind Control, plasmid style.

Security Command - Mind Control, except mechanical enemies only.

4

Insect Swarm - Target suffers damage and extreme penalties to aim, defence, mobility, and must break from cover, because they're covered in bees.

Winter Blast - Target suffers damage and cannot move. If shot within two turns, then the shot has a +50% critical.

5

Decoy - Create a 1 HP ghost image that stands where summoned and eats some enemy fire.

Scout - Project a battle scanner equivalent.

6:

Gravity Well - Free targetting AOE that creates a gravity well causing extensive damage to everything within the area, not unlike Rift.

If advances could somehow be tied to one use technological achievements, that would be even sweeter.

Splicers would fit nicely into place as enemies:

Thuggish Splicer - High move, melee attack, decent health.

Lead Splicer - Long ranged combatants, using various guns for various types of Splicer, from Tommy Gun to Revolver.

Nitro Splicer - Lethally dangerous explosive weaponry specialist which explodes when killed.

Houdini Splicer - Uses Ghost Mode to 'port in and out of view, uses the Incinerate and Winter's Blast plasmids.

Brute Splicer - Incredibly durable melee tank.

Spider Splicer - Ranged hook throw attack and a devastating close range melee attack. Highly evasive, can leap out of nowhere and jump great distances.

Alpha Series - Armoured heavy opponent with an AOE elemental explosion, a variety of firearms, and frag grenades.

Security Drones - Flying, low health but high firepower machine gun copter drones.

Bouncer - Face Drilling, near unkillable monstrosities with a charge attack and presumably a Bull Rush feature.

Rosie - Also near unkillable monstrosities with a harpoon gun.

Rumbler - Has suppression firing auto-turret support and a grenade launcher.

Lancer - Highly advanced armoured enemy with an ion cannon, which can also be used as an AOE accuracy debuff.

Big Sister - Fast moving plasmid specialist, with a number of plasmids, high defence, and a back up melee attack.

These last five would typically spawn together with:

Little Sister - These are harmless, have no attack, and generally run for cover and Head Down when encountered. Whilst all splicer foes give ADAM in small quantities (replacing Elerium), Sisters are treasure troves of the material and their recovery is of utmost importance, alive or dead.

Researching these things is fundamentally important to the X-Shock project as they give various vital bonuses.

Research, Gear and artifacts:

X-Shock team gear:

A primary gun depends on class.

"Snipers" can use Crossbows and Harpoon guns to great effect.

"Heavies" can use Rivet Guns and a Gatling gun.

"Assault" can use shotguns and tommy guns.

"Supports" can use tommy guns.

A pistol sidearm becomes a revolver. New sidearms with a melee strike, which should at very least include Wrenches and drills, would be the other alternative.

Heavies sidearms include Chemical Throwers and Grenade Launchers, depending on the ability they choose levelling up.

Rather than brand new weapons, research and acquisition would instead upgrade the existing ones to open up new ammo types, whilst the "Foundry" would focus on various different projects improving particular aspects such as ammo, accuracy, crit and damage.

Finally "Armour" would involve partly a selection of defensive or health-boosting tonics, but also, later down the road, various types of Daddy armour.

Most equipment would be tonics and the like, but would also include Hack Darts for a permanent, plasmid free Security Control.

More to be editted in when it's less terribly late, but hopefully enough to get people thinking about it. I seriously believe that XCOM would have the engine and the game system to pull this off.
