NPC AI seems broken, can't find reasonable fix.

Currently something like 25 hours into a pretty fast playthrough, haven't run into any big issues I couldn't solve, but now I have an AI issue in Solitude that I can't seem to fix.

 

I walk in for the first time and all the PCs involved with Roggvir's execution stand in place and do nothing. The guards don't stop me from walking up onto the execution platform, the execution sequence won't start, and no one cares if I off Roggvir myself. Killed him with a flick of my fus and all I heard was "Those fools are actually fighting!"

 

The NPCs involved continue to stand around and do nothing after Roggvir is dead.

Here are the few things I've tried:

1. Restarting the game. No dice.

2. Reloaded a slightly older save, nada.

3. I thought it could be a problem with Wet and Cold/Immersive Citizens, could still be IC, but I came back at a different time when weather was nice and no one was trying to equip new stuff. I really doubt that W&C ever had anything to do with it, but hey, it didn't hurt to try.

4. Summoned some bandits on top of the guards. The bandits were also broken until I spoke to them, but the guards did nothing when they aggro'd.

5. I've read a few things about AI breaking when too many actors are loaded in a cell, so I unchecked Dawnguard Sentries. Small attempt and like 3 less actors, didn't work.

6. I tried the 'tai' command. Not sure if that's how it works, but it certainly didn't work here.

7. Disabled Immersive Citizens and the esps it mastered. Didn't work, and that was kind of my last resort.

AI in buildings and in Markarth (which I also hadn't yet discovered, but went to after finding this bug to test AI there) seems fine.

 

The worst part about this issue is that I came to Solitude in a previous (much older) save to test a mod and the execution sequence was working just fine. Sailed past them, tested the mod, reloaded and I was never really there. This tells me that there's clearly a long term stability problem the game has, which is absolutely no surprise to me. I do what I can to make everything play nice together, but I'm not that good at it.

 

I did recently finish the CoW main quest, not sure if there are consequences on the entire world, much less Solitude, after clearing that.

 

Any tips are appreciated. I don't know what other commands I could use to possibly jumpstart the AI, or reset it.
