Latest update messes with actor confidence ?

I have noticed that the confidence of spawned actors has been affected by the latest Fallout4 1.10.162.0 update which can cause actors (animal, human, any faction) to initially cower an/or run away when combat starts. Mostly they will return and engage after a couple of ticks.

 

Zero changes to existing stable code across three separate combat spawning mods (with hundreds of thousands of users) which have always set:

ThisActor.SetValue(pConfidence, 4.0) ;Foolhardy will never avoid/flee from anyone. 

Has anyone else noticed this ?
