That is correct the LVLI entry WithAmmo contains three LVL0 entries. The first is the condition of the Weapon (this in itself has three possible conditions). The second is the Ammo type and quantity. Lastly, the third LVL0 entry contains a reference to LootAmmo.

 

The rub is that NPC's are generated either at birth or exit of Vault 101. Therefore any alterations to NPC inventory post game start become additions to. In the case of the re chambered Hunting Rifle, NPC's such as Super Mutants, Talon, and Raiders upon death still retained the original .32 Ammo, as well as the quantity of 5.56mm as specified in LVL0 (entry 2 - middle) entry. Using the exact same mod with a new game found those same NPC's without the .32 ammo and a larger quantity of the new (5.56mm, .308, whatever) ammo.

 

The above 'problem' isn't game breaking so much as it does imbalance the income of the player over game default.
