Raiders and Human NPCS will not attack me

Super mutants attack me. Raiders just stand there and shout taunts. I'd much prefer the sticks and stones. Posting my load order. Help???

Okay bizzare. Right after I posted this, I loaded my game and was instantly attacked by raiders. So they wont attack me when I approach them, but if I save and then load in their presence, I get attacked. Does that clue help anyone?
