[LE] Number of enchantements allowed

I have no idea why this thing does not work properly. I made a perk with 2 subperks, and each one is supposed to add one more enchantment. Value +1 at each one.

 

Every time I get there with level up, it does not add. When I exit the game, open creation kit then come back in game, it works. Voodoo.

 

The thing is clearly bugged, as setting values does never works. Someone has an idea on how to make possible and properly work increase number of enchantements?
