Horse Marker in a custom world

Hi,

 

Is there any restriction in the SKYRIM engine, so "horse markers" can only be placed in tamriel ?

 

I have a custom world created for my mod, also created a custom location etc., but if I try to add a horse marker to the location, CK does not let me do this.

 

Any tips or ideas ?
