Custom Character Model and Armor request

To be honest I'm not even really sure if this can be done. So, anyways, the toolset just won't work for me so I've given up on it. I was wondering if someone could make me a character model and armor set modeled after Illyria from Angel. Here are some pictures of her and the armor. Obvious spoilers for the show ANGEL.

as you notice she's got the blue on her forehead and slightly faded on her neck and it goes intro a stripe down her shoulders and arms to the tops of her hands.

 

Like I said, not sure if anyone could do it,but I'd love it if someone could <3
