Cant get the console button to work!

Hi, I've tried everything Google provided to get my "~" button working for the console but it still refuses to work.

 

List of things I have tried -

Set the -console in launch options on steam (the icon on my desktop didn't allow me.)

edited the fallout.ini file in C:\Users\Name\Documents\My Games\FalloutNV to bAllowConsole=1

Checked if any USB devices were interfering. (not sure if I did this properly)

Check device manager for "infrared devices" not sure what that meant but I didn't have any.

Tried a different keyboard..

 

My console works fine on skyrim which is also launched by steam.

 

Any help would be greatly appreciated.
