An accuracy and damage perks for weapons OUTSIDE of VATS

So, we've got perks that increase the effectiveness of VATS, which is already a very reliable way of killing things, without the perks.

 

But some players don't like VATS and some playstyles, such as the sniper aren't suited to VATS. So, is there a way of creating accuracy and damage perks that would only apply outside of VATS?

 

If so, it would be really cool!
