It sort of looks like a Dwarven archer light armor. Looks amazing and this is from the ESO art as well. But anyway, there is a Dwarven Mage armor which might fit what you're looking for, at least until something else comes along. I just thought getting the idea out there and not asking for a request specifically would be appropriate to show others in the Mod Talk part of the forums.
