wear clothes under armor

Some clothing is designed to wear over other clothing and armor. Some of the pieces even have some armor ratings (low in comparison to real armor)

 

a single armor item is usually named by its outer shell material (steel, iron, Dragon Bone, fur, leather,, etc), but it also includes the unstated, yet necessary undergarments that pad and insulate the character who wears it. If armor were literally made up of all the pieces that really are involved in real life, it'd require a small stack of slots well beyond what Skyrim offers, and I think I can safely say that for most people, it'd make for a very dull and potentially tedious game.

 

But there are items that can be worn over or under other items. And some small number of items that can be worn under most other items. I use a fur shoulder-piece from one popular "fur" mod, both for its minor armor value (plus an enchantment I layered onto it) and for the visuals (looks cooler imo than the steel armor alone).

 

Afaik, with the vanilla game, all characters, once stripped "naked", aren't really "naked", they're wearing "small clothes", ie some sort of underwear, so unless you've opted for a "naked" (non vanilla) body, then that aspect is already covered (no pun intended).
