Making Shields More Useful

My idea is solid, problem is, I don't know where to find the "base shield protection" percentage to modify it. Because honestly, Shields are useless unless they are high level, so use of a shield is rendered useless to begin with (on Master difficulty).

 

Basically, it would be nice for shields to negate a higher damage rating, perhaps negating their actual defence rating rather than some random percentage, something like that however just changing base percentage is fine due to scripting implied by changing the way blocking works.
