Help Finding the Cause of Slow Downs

So... Before this run I updated a few mods and the ENB to a better ENB. Since then I've noticed in some places, like Markarth or Riften, if I look a certain way, the game will drop FPS like crazy unless I look down at the ground. I have uninstalled the new mods to be sure it wasn't them, wasn't, when I uninstalled the official HD texture pack, that fixed it for the most part, but it still lags, but not to a halt like with the Official HD Texture Pack. How do I go about further nailing down what the issue is? My system isn't slow by any stretch of the imagination. I have a Ryzen 1700x, 15gb of DDR 4 memory, and an nVidiia 1070 Ti. With the ENB it should run most things just fine. Any help would be appreciated.

Update: Well, that's odd. I had a similar situation in FO4, and I greatly improved it by taking the HD texture pack and packing it up into a BSA. I uninstalled the Skyrim 2k texture pack (in NMM, right click on it, Uninstall Or Delete -> From All Profiles ), still had over 2gb of textures in the /data/texture folder, and packed up the texture folder of Skyrim 2k into a 2 gb .bsa file using Archive in Skyrim's root folder. Helped it some but I am finding missing textures all over, objects / clothing that are white. O.o

Update : Well, that helped greatly. I downgraded to the Skyrim 2k Lite, reinstalled Realistic Water as medium, and tweaked the ENBLocal.ini based on my old ENB then some more with help from - https://wiki.step-project.com/Guide:ENBlocal_INI/Memory . Disabled compression, disabled the ExpandSystemMemoryX64 as that conflicts with the built in memory patch in SKSE, and upped VideoMemorySizeMB a lot. The VRamSizeTool says 16224 and that site says, since I am on Win10, to subtract 350 from that number, so it's now set to 15847. There is still a little bit of slow down but not nearly as bad as it used to be.

Update - Downgraded the ReservedMemorySizeMb=512 to 256 since I have that set in the SKSE as 768 already. Still having some small issues. After a random amount of time it'll start to lag worse and worse then suddenly crash to the desktop with no error message. I have to assume (I know, I shouldn't. >.< ) that some buffer is being over filled or something and poof! Just not sure if I am right and if so how to fix.
