I hate the flood control on these boards...

Anyway, you can change landscape using the Landscaping tool in the Oblivion CS. Open up the Landscape Editing and you'll get a menu to pop up. The Edit Radius is how many verticies will be moved at once. 1 of course means 1 vertice and 15 means 15 vertices. To change the height you simply position the red circle where you want, LEFT click and drag up to raise, and down to lower. The Edit Falloff isn't used. Flatten Vertices will make ALL vertices the same height, soften will smooth them out and remove ugly sharp edges. Below that you have the land textures. It's highly recommended that you hold Ctrl+Right click to COPY a texture already used in the cell because each cell can only have a max of 8 different textures. Otherwise you simply select the texture you want and then use RIGHT click to 'paint' the land.

Below even that you have vertex shaders. Vertex shading is used around tress, rocks, and buildings to simulate shadows. The best shadows are done with grays, whereas white will erase all vertex shading.

Just be careful editing the terrain in Tamriel. A lot of mods use different locations throughout Tamriel and editing the terrain and mess up some mods and cause objects to be buried, or floating. Don't make HUGE changes to the landscape, try to keep it as minimalistic as possible to help reduce compatibility issues with other mods.

With that said, good luck and have fun!
