Magazine type reloads uses up the entire magazine

Weapons that utilize magazines or clips (Combat Shotgun, Battle Rifle, Service Rifle, etc.) will waste the entire magazine count upon reloading instead of keeping the current magazine count and refilling spent bullets as it is in vanilla.
