Game lag slow loading terain random CTD

Since the latest up date I have had some issues. Game has lower fps than before. Lucky to get over 25fps. You can see the terrain in the near distance loading up. I am having issues entering and exiting world spaces like White run I have removed the enb I had installed. I have removed all terrain and environment mods. So the game is pretty much vanilla as far as the landscape. Still have texture mods for the towns though. I run two rx570 8gb cards in crossfire. These are working ok. Might have to go the long way and start a vanilla game and add mods until I find the issue, if it is a mod problem. I only have about 320 active esm/esl/esp`s and 279 mods. I remember a time when Skyrim Se was considered rock solid compared to the old skyrim, does not seem that way any more.
