Importing mods from NMM Community Edition v0.71.00 not working

I am using the latest December 2019 v1.1.5 of Vortex, I am running Windows 10, x64, with 16GB of RAM. I'm currently attempting to import my Skyrim Special Edition mods from the community managed Nexus Mod Manager, which is also up to date at v0.71.0.0. I have followed all the steps to attempt to import mods to Vortex:

1. I have disabled all active mods from NMM, and NMM shows this. In fact, all of the mods are disabled from every profile, however, NMM states there is one active mod despite the fact that I disabled all of them.

2. I assume that because of this one lone active mod, which DOES NOT appear in the list of mods on NMM, Vortex is detecting it as active and thus won't allow the import to be completed, despite the fact that each mod (which was downloaded from the Nexus) has been disabled.

 

I'm unsure if this is rather a problem with NMM, or with Vortex incorrectly detecting active mods that are not, in fact, part of the import process. I would provide images but at the time of writing this I keep getting a '500 INTERNAL SERVER ERROR' when attempting to upload images.

import from nmm is at best flaky because nmm corrupts metadata required for the import to work. i wouldn't waste my time trying to import. if you've already disabled mods in nmm just drag the archives into vortex and install them.
