Uninstall Vortex without removing the mods first

I reinstalled Vortex and the game it now give me the message cannot deploy mods no mods are installed on the computer so I installed a few mods I enabled and thay work I uninstall the mod and archive and it won't let me I've tried putting the game and Vortex and different directories on different h.d it does the same thing. I then read later that you're not supposed to uninstall Vortex without removing the mods first so it's my fault. Please help. Thanks
