Circuitous
If you've noticed a weird polka-dot pattern to all of the transparent effects in the game: http://www.onehitcombo.net/images/fallout3/dotpixel2.jpg then here's a very easy solution. On the splash screen, choose Options -> Advanced -> Detail -> Uncheck "Transparency Multisampling" And there you go. (Y'know, I forgot about the Tech Support section when I posted this. Probably a better spot.)

dubstyles
Ha! i was having this same problem and spent most of my free time last night trying to fix it. I was changing resolution, AA, AF, messing with super-sampled transparencies in he Nvidia control panel and checking the ini file for suspicious entries. The whole time i was using transparency multi-sampling b/c i assumed it was helping the problem when it was actually causing it! I figured it out late last night thinking to myself, "well if transparent things are going to look that bad why try to make them look good at all!" WrathOfDeadguy
I'd only noticed this in one place- my character's hair. Thanks for the tip; I'd never have thought to check that!
